Disguise

The PHB states that anyone trying to disguise herself as a different race confers a -2 penalty on the disguise check. Surely, this must depend on the race disguised as. I mean a half-elf disguising as an elf shouldn't be penalized as much as a half-dragon trying to disguise itself as an elf or a tiefling. Have anyone house-ruled "difficult disguises"?

Or a half-orc disguising himself as a halfling.

In fact it is as easy for a half-orc to disguise himself as a halfling as it is to make himself look like a female half-orc.

It gets even funnier when you consider the half-orc rogue 20 who has maxed out his disguise and can disguise himself as a particular halfling so convincingly that even the halflings intimate friends are unable to spot the difference!

What does he use? Convincing glove puppets?!?

Is the following text missing from the PHB version of the Disguise skill text? It was dropped from the 3.5 SRD:

A disguise can include an apparent change of height or weight of no more than one-tenth the original.

It certainly isn't in the 3.5 SRD as I checked that, I'll have to look in the 3.5 PHB tonight!

ok.. but a half-dragon disguising himself as an elf or aasimar would still not need to have a height or weight change.. what penaly should I give him? -4?

Only large or larger. Medium and smaller ones don't.

Aha, ok. Then I guess it's fine, why not. You just have to make sure, that your face and claws are masked.

OK, maybe I should be a little more specific.. this is a Drow half shadow dragon. He's using a Hat of Disguise, and he has two disguises. One is an elf (which he uses in civilized areas), and one is a tiefling, which is the cover story he is using in the group. As a shadow dragon, he has wings. But can't he make the wings look like a cloak? With the Hat of Disguise, I mean?
