Dismissing Undismissable Spells

While looking at the Archmage PrC's high arcana abilities I had the idea, that it might be useful to dismiss spells at will, even if they aren't listed as dismissable.

I'd like some advice on how to implement this.


Would this be too powerful or without practical use at all?

If realized as high arcana ability, what spell slot should be sacrificed?

If realized as feat, what should prerequisites be?

What do you think about this?

No. It's a great power inline with the Archmage's other abilities.

This shouldn't be a feat (well, maybe a +1 spell level metamagic feat...)

The High Arcana should be fairly low--Dispel Magic is 3rd, and you're effectivly allowing the Archmage to cast Dispel Magic at will, so why not 3rd? If that's too low, 4th could work. Not too high, though.

I'd say fourth or fifth, erring towards fifth, since that seems to be where so much of the arcana lands.
