It can destroy any undead, without leaving a trace. However, the spell description doesn't say anything about a lich being unable to reform at its phylactery. A vampire is certainly destroyed by it, but the destruction of a lich's body doesn't permanently get rid of it. The phylactery and its stored life force is not a creature; it is not part of the 'undead creature' the Disrupting Weapon destroys. While it is linked to them, it is clearly a separate object and needs to be destroyed separately.
"An integral part of becoming a lich is creating a magic phylactery in which the character stores its life force. As a rule, the only way to get rid of a lich for sure is to destroy its phylactery. Unless its phylactery is located and destroyed, a lich reappears 1d10 days after its apparent death."
