D&D 5E (2014) DM advice, PC's backstory - Eberron draconic Sorcerer

Love the idea of one of her parents actually being a dragon by the way, but these group of adventurers are now going to Sharn to set up a low rate detective agency. If she was 'sired' in such a fashion, how would have she been left alone for so long? I guess it's possible that there are spies waiting...to see if some sort of mark reveals itself!
Maybe the dragon has to be secretive and so hasn't had opportunity yet. Maybe it was intending to but got caught in the Mourning.
. . . Maybe the plan was discovered, and the Mourning was Argonessen's response and attempt to wipe out both the dragon and the sorcerer.

Seekers (members of the Blood of Vol) seek to open the Divinity Within. Vol doctrine states that blood is the source of life, and without it a being is not truly alive at all. As a result, Seekers believe that blood holds the key to myriad doorways of power and wisdom, including the greatest doorway of all, life everlasting.

Because the death plane of Dolurrh is a grey waste where spirits go upon death, and which eventually dissipate into nothingness, Seekers are indeed looking for ways to gain "immortality"-- inasmuch as really just avoiding the complete loss of soul and identity after a time in Dolurrh. So rather than her parents "experimenting" on her with dragon's blood or whatnot (which has negative connotations)... their efforts might very well be done out of love. A love of their daughter so grand that they were trying to unlock her Divinity Within so that she would never suffer an eventual non-existence after her death. Unfortunately, it blew up in their faces (sounds like literally.)

So she now has this magic inside of her bursting out-- whether the dragon's blood given to her unlocked this magic or actually caused this magic can be up to you-- and she now could be a very important person to the Seekers and the Blood of Vol. What ways could she be important? Perhaps now she actually has unlocked the Divinity Within, and cannot actually lose her soul in Dolurrh... and perhaps even can come back from death? Perhaps while she can still die and find herself in the death plane... after a time she is able to pull herself back out and return to the land of the living as herself? This of course would not be something known to her right now... but might be revealed to her if/when she dies the first time in the campaign. After a period of time maybe a week, maybe a month, she comes back. Heck... maybe she in fact already has died once-- maybe that explosion of her power when she was a small child that destroyed her family's home actually killed her too at the same time... and she eventually came back from it, unaware that she had been gone.

Doing something like this would also give you a really strong antagonist group for her... other members of the Blood of Vol trying to find "the girl who came back" so that they could get her and figure out what exactly her parents did to her that allowed her to return to life. She might indeed be the secret to unlocking the Divinity Within, and she'll be hounded unto the ends the of the earth so that others may discover the secret.

Quick question though, the campaigns set in Sharn, but her character could be from anywhere. As I understand it, Blood of Vol is a continent wide religion, however the upper echelons of the orgaisation are in Karrnath. Would you say her parents could have come from anywhere? Or would this sort of experimentation be more likely in Karrnath?

If it were me, I'd probably say her parent were in fact Karrns. Since that is where the organization originated and is primarily based out of, it's also where you'd find the most devout Seekers-- ones that would actually go about the rather foolish idea of force-feeding a little girl a large draught of dragon's blood in service to their beliefs. It would also explain why she might not get hunted down right away this early in the campaign, as she is several nations away from where everything went down and it'll take a while for people to find her.

And if you decided to go with the "hunted" route, then the most obvious organization to be hunting the PC is the Order of the Emerald Claw, the espionage wing of Karrnath and the Blood of Vol. I can't remember if the Claw makes an appearance in the 4E adventure... but I know they were a main antagonist in the adventure in the 3E Eberron campaign book, The Forgotten Forge (as well as the modules that take place sequentially after that, Shadows of the Last War, Whispers of the Vampire's Blade, and Grasp of the Emerald Claw.)
