Posting the whole template might be against the rules. I would just post ability modifiers, as well as any errors (eg if the template gives 2 points more natural armor than the character in question got from the template, then the natural armor bonus should be stated for purposes of fixing errors).

It's possible the template is in both books. WotC sometimes reprints stuff.

A +2 sacred ring of protection is created as per the item creation rules in the DMG. A non-standard AC bonus (sacred, luck, insight, and the like) costs "Bonus squared × 2,500 gp." As such, a +2 ring of sacred protection would indeed cost 10K and would require DM permission since it's non-standard.

If the character had acquired that item in actual play, I might agree with you. But given that this is character generation, and play has not begun, I strongly disagree. It is not at all invasive to the campaign to say, "In your character history you've not managed to come upon that item."

Edits like this at game start are part of the DM's job. If he cannot be part of the character editing process, how is he supposed to maintain any sort of balance among the PCs?

Re: the half-orc ftr/bbn doing a boatload of damage every round -- keep in mind that he also has no Will save whatsover. A well-placed charm monster spell makes him a liability for the party, not an asset. The stats the OP presented for this character, however, have no balancing weakness that I can find; he's got hugemongous stats tho (28 20 20 16 16 16???), an AC of 37, and an attack progression of +25/+25/+20/+20/+15 which then does 1d6+19.

In my campaign, this character would be flatly denied. Sorry, dude, can't help you.

Frankly, if a fighter is dealing "too much" damage, then GOOD. ALL they do is fight. They contribute jack when solving social problems, have no real useful skills, etc. If he's outdamaging the spellcasters, it looks like things are balanced, as spellcasters have great utility outside of just dropping monsters to -10. The fighter is considered a weak class to begin with... I find it humerous how pissy grognards get when someone manages to make one up to par with a caster. I'm sick and tired of the notion that its ok to slide the non casters out of utility past 10th level... its a holdover from a crappy era of D&D. Unless you're running just a pure hack and slash campaign, then the character really isnt going to be incredibly useful outside of killing things. The only thing I really see thats questionable is the template, and in the long run, changing that doesnt screw with the damage THAT much, as non ECL creature would simply have a higher BAB to power attack away.

Dragonspawn template can be added to any corporeal giant, humanoid or monstrous humanoid of Small, Medium or Large size (hereafter known as the “base creature”). Creature type changes to dragon, with the augmented subtype and the same subtype as the dragon type (fire, cold, etc) of its creator. Size remains unchanged.
Armor Class:+7 natural armor
Attacks: Gains Bite and Claw natural weapons that do (1d4 + Str for medium creature) damage.
However, If he mixes the bite attack in with the double scimitar attacks I believe the bite attack takes a -5 penalty as if it was a secondary natural attack so the attack bonus on the character sheet should be +18 not +23. I only suggest this because he didn't list the Claw attacks at all so it looks like he is mixing in the Bite attack with the double scimitar attacks.
Breath Weapon (Su): is usable every 2d4 rounds
Spellcasting (Su): Gain ability to cast as 1st level sorcerers (if sorcerer already add +1 caster level)
Special Qualities: All of the base creature plus
Low Light Vision
Darkvision 30'
Immunity to Sleep effects
Immunity to Paralysis effects
Immunity to Fire damage
Abilities: STR+8, DEX+2, CON+6, INT+2, WIS+2, CHA+4 (Red)
Feats: as base creature + access to draconic feats
Alignment: Same as dragon creator
(I don't know what campaign world this is in but normally this would require a CE alignment)
Level Adjustment: +4 (Red)

The Fire subtype gives him a weakness . . .

Fire Subtype: A creature with the fire subtype has immunity to fi re. It has vulnerability to cold, which means it takes half again as much (+50%) damage as normal from cold, regardless of whether a saving throw is allowed, or if the save is a success or failure.
 

IMC I'd nix the PrC and the Template, myself. This is why I generally don't allow carte blanche with these things.

Here's the thing. The GM is GIFTING YOU with the PrC and the Template. There's nothing saying he has to. He's choosing to nix an item.

So what if it's a common item. The question isn't: "Can he get rid of this common item."

The question is: "I don't want to be gracious about this GM ruining my super-power combo-suite character."

Which really isn't a question. The GM can do whatever he wants, really. He need only stay within the limits of what the players will find fun to play along with. If not giving TinyMight The Destroyer a Belt of Giant Strength is where the line is drawn for you, as a player, then you've answered your own question.

Min-maxing is combining elements that stack to maximize a character's effectiveness. In this case, it's the template (pumping up strength), a high starting strength score, and the belt, in conjunction with a prestige class ability that lets you multiply that strength bonus on a large number of attacks. The prestige class ability is the main problem, IMO--I'm thinking the designers didn't think about the possibility of the class being taken by extremely high-Str characters.

In your DM's shoes, I wouldn't nix the item; I'd nerf the PrC a bit, as suggested earlier in the thread, to just allow full Str bonus on each attack when TWF with the double scimitar. Much more effective long-term option, IMO.
