DMG II v Advanced Game Master's Guide ?

I have a group of PCs that are being mentored by a group of social outcasts. One of which is a powerful fiend intend on getting back his home in say Vangal's Abyss. In order to do so, he needs a bunch of power compontents along with regular stuff.

Hmmm... you might be able to use some of the levin rules as guidelines. Levin is basically a power component that defrays XP cost. The rules allow you to scavenge it from creatures (in specific circumstances, much at the GMs discretion) or items, though it may require feats.

So perhaps the players might become suspicious when the fiend is a little too eager to take relatively useless items of their hand, not knowing that he is using the levin to power a true ritual.

The guidelines are pretty open.
