Do any of the lite d20 games decouple stats from the rest?

I was wondering if there were any d20 games out there that decoupled stats from the rest of the system. For example, something where you could have a +4 STR modifier and it helps you when you're doing Strength actions, but it doesn't translate immediately into a damage and Jump bonus (although it might help with a prerequisite for a feat that helps one of those). Have any of the near-d20 games tried this?

Mutants and Masterminds removes Strength from attack bonus, and Dexterity from AC bonus, which is a useful decoupling, especially for comics. I've often thought it would be handy to remove stats from skills, so that your athletics score, for example, was merely your ranks in the skill. That makes sense for a point-buy system, I think.

I'm not sure what a Strength bonus would be good for, if it wasn't used for combat OR skills, though. You could still have a strength score, for carrying capacity, I guess, and prerequisites for stuff, but it wouldn't have much direct impact on the game.
 

Well, I'm thinking after the decoupling of just getting rid of the stats, go straight to feats.

So you take a feat that gives you a +4 to lifting or pushing heavy objects.
