Only if they are a sorcerer or bard of high enough level to cast the spell in the first place.

Well, I'm assuming that much.

So, a Cloak of Charisma would enable a Sorcerer of the appropriate level to cast spells as if they had the modified Charisma until that item was somehow lost?
