Do Walls of Fire break line of effect?

Does Wall of Fire break line of effect for spells? How about line of sight? Would it have any effect on supernatural effects like a breath weapon? A former DM ruled it this way, and I've been wondering if I've been running it incorrectly myself.

Line of sight, yes. It is opaque, meaning you can't see through it.

Line of effect, no. It doesn't block anything from going through, just damages things that try. It would be effectively total concealment for anything on the opposite side of the wall as you are. So, guess which square, and let 'er rip.

Stop Line of Effect, no.
Stop Line of sight, yes.
Stop targeted spells, yes.
Burns up most projectiles since they are unattended objects.
By the rules it would not negate breath weapons.

I'd say it would weaken any cold effect that passed through it.

Target or Targets: Some spells have a target or targets. You cast these spells on creatures or objects, as defined by the spell itself. You must be able to see or touch the target, and you must specifically choose that target. You do not have to select your target until you finish casting the spell.
