I voted 'never' but I don't really need to disallow it with my group. But if I did have a newb that thinks it's fun to slaughter his friends, I would nip that behavior in the bud. If they didn't get the point that our group doesn't enjoy that type of game, then they would be asked to find a different group.

Oh yeah, players are allowed to do whatever they want. They almost never do kill each other because we're all friends and it's a pain to build and introduce new characters.

There used to be this kid who played with us who was such a jerk in real life and in game he was killed nearly every episode. We finally booted him though, and since then, no real reason to kill other PC's.

That's the one thing as DM that I will deny a player from attempting with his character. Your character can sell slaves, smoke dope, curse, engage in evil acts with NPC's, steal, lie, cheat, and commit suicide -- but you're not trying to kill another PC (unless the player wants to play along). I'll give them all the NPCs they want to try and screw over, but the other players are there for their own fun.

I'm all for Player free will on their PCs, but their free will ends where it impinges on another player's fun. You can trigger every alarm in the evil guy's lair, and leave the whole party to deal with consequences, but you aren't using my and others' entertainment time to screw with us.

Zigactly!

We really should make a distinction between character problems and player problems.

1) The characters can kill each other all the time, as long as the players are having fun.

2) If the players aren't getting along, it doesn't really matter how much violence the characters are allowed to have.

Most of the time, when characters start fighting its the players who take it personally, so I understand why people are wary of it. But to say that character on character violence is always a sign on player hostility I don't think is correct.

I'd rather have the characters murdering one another and the players having fun (and that's not that unlikely in a short term or one-shot game, esp CoC where no one expects to survive anyway), than the characters getting along and the players being bored or resentful of one another. If it was a choice between the two.

The midget got off lucky.

Characters are allowed to murder whatever they want to, so long as it's within the bounds of that character's personality. An Apostle of Peace, for example, would probably never even fathom murdering a party member. An Assassin on the other hand, could easily receive a writ for a party member and she would be allowed to choose whether or not to act upon it. It's not the GM's responsibility to control every action of her PCs; it's to tell her players how the rest of the world reacts to their actions.

Either way...just my 2 cp

How would you not "allow" it? It either happens or it doesn't! As GM it's up to you whether the PC pays dearly for it or not, but there's really nothing you can do to stop one PC from killing another. Plus the players would probably have a few heated words, too.
Hence some DMs not allowing it. Yes, a player character can do anything. If the player character's action seem likely to end the campaign and perhaps screw up the dynamics of the group, saying "woo hoo, everything's possible!" seems like a good idea once.
