Zeus wasn't involved. When he changed into a bull, it was to take Europa across the sea. (So Zeus changed into, hmm, an aquatic bull. A walrus? And it was only for approaching the girls -- Europa was not alone -- without being recognized, and for the travel.)
This one is closer to the myth; however Minos didn't jailed Daedalus, he tasked him with building the labyrinth first. Then he marooned Daedalus and his son Ikarus on a small, desert island so that nobody would know the secret of the labyrinth, and nobody would know about Pasiphae and the Minotaur.
Then later Minos asked as tribute of Thebes, a city he vainquished, to send each year seven young maiden and seven young men, which were sent into the labyrinth to feed the monstrous beast; and this lasted until Theseus, with the help of Ariane, killed the minotaur and left the Labyrinth.
