Not sure if I understand the Dodge action

Opponent rolls to hit at a disadvantage 'if' the defender rolls a Dexterity saving throw to dodge at advantage

What's the defender's DC, the attacker's attack result?

Until the start of your next turn, any
attack roll made against you has disadvantage if you
can see the attacker, and you make Dexterity saving
throws with advantage. You lose this benefit if you are
incapacitated (as explained in the appendix) or if your
speed drops to 0.

There's no roll. The action gives you two benefits; you've confused them as one. (Admittedly, it's not phrased that well. Think of it his way, as bullet points.

Dodge gives you these benefits:

* Attacks you can see have disadvantage against you. Full stop, no "if," no saving throw involved.

* Also, any Dex saves you are required to make in the round when you're dodging have advantage. This is unrelated to the attack benefit, above.

Ok so they're not connected, I get an advantage on dex rolls and the opponent attacks at a disadvantage
They're very closely related, in concept. Dodging makes you harder to hit. Attacks roll to hit you, but spells roll to hit you by making you roll a save to avoid them. Advantage on your own saves and disadvantage on attacks targeting you are equivalent things - mathematically identical really, assuming the same chance to save or be missed.
