Does 4e have a sweet spot?

I think 9-12. The lead up to Paragon Path, and the characters generally trying to place themselves and decide exactly what it is they're good at - and in in-game terms, they're fairly tough hombres - going to the level of minor superheroes. Then they get their PP and a whole new world of opportunities opens up.

The worst levels are probably 1-2. Unless you're going to Essentials it, there aren't enough options - and some classes are stuck with two at-wills, one encounter and one daily. Bummer.

I agree with low paragon being the new sweet spot. Mostly because you finally have a "complete" arsenal of powers, feats, and features at that point. Leaving you do to do something Awesome(daily) at least once an encounter, and round out the most of the combat with good(encounter) powers. You are also more likely to have a good utility for whatever non-combat situation comes up. This leaves at-will powers as a sort of last-ditch effort for dramatic effect, which is how I like them as opposed to having them be the bread-and-butter of combat like at low heroic.

On the flip side I am starting to dislike level 1. You don't even have a utility power yet, what is up with that?
