Does a change in DEX change init?

Not if the ability/spell can be used as a swift or immediate action. Then you can move up as your swift/immediate action and still use your full/standard/move action as normal.
Or if the spell -- or special ability -- can be cast -- or activated -- ahead of time, which was kinda the point.

What if you cast Time Stop and ready an action that would put you first in the initiative order? ;)
That is actually a good idea. If you know when you timestop ends (and/or you've done all you wish in it), it is worthwile to use your last action in it to delay (or ready an action) for when the timestop ends.

I didn't mean only one action in a round I meant only 1 time that you can act. The exception is of course an immediate action.

All of your actions (except for an immediate action) occur on your turn in hte initiative order - which only happens once a round.
