Does a full attack have to go in a specific order?

It won't come up often. "If you get multiple attacks because your base attack bonus is high enough, you must make the attacks in order from highest bonus to lowest." The case at hand only concerns the marilith's natural attacks, which do not follow this rule.

I've always had monsters use natural attacks from highest to lowest, the same as BAB attacks. AFAIK, the rules don't explicitely state that this is required, but it just keeps things simple.

Well, the marilith is wielding longswords, which do slightly more damage than her natural slam attacks.

But, the way I read this, I would make the first attack with each of her six hands at +28 for her primary hand, and +27 for each of her next 5 hands, then +23 for the 2nd attack from her primary hand, then her tail slap at +23 (or does tail slap go first?), then her 3rd attack with her primary hand at +18 and then 4th attack with primary hand at +13.

(I won't confuse the issue by saying the marilith also has Improved Multi-weapon Fighting and would get 5 more attacks at +22, but I'll assume they go after the tail slap...)

The iterative thing is pretty solid. In fact, you can take your first attack then decide to take a move action. The others seem to be at your discretion.
