Does concealment allow a rogue to make a sneak attack?

Is having concealment enough to give an attacker a chance at a sneak attack? I ask because of the Cloak Dance feat from the XPH. Thanks,

No. Your opponent must be denied his Dexterity to AC bonus against you.

Some sources of concealment - like Invisbility - also cause your opponent to lose their Dex bonus, but that is an aspect of those sources, rather than a general statement about concealment.

Concealment generally prevents you from being sneak attacked, however, so someone who is Cloak Dancing is generally immune to Sneaks.

No. They have to either flank an opponent or deny an opponent their Dex bonus to AC (as the class feature states), and concealment grants neither of those.

Cloak Dance will sort of work... IF you gain Total Concealment from it, and an enemy walks by you, you can get an AoO which will be Sneak Attack damage, but that is about it.

Concealment does not allow you to use sneak attack. Total concealment does, as does any situation where the attacker invisible or the defender is blind. There are a few other situations in which you can sneak attack as well. Flanking of course, but you can also sneak attack a target squeezing through a tight space using escape artist, or a target trying to use balance without more than 5 ranks.

The later is particularly useful because it means that for most targets of a grease spell, even those who manage to keep from falling get turned into pincushions by the party rogue.

I always thought it was kind of OFF how rouges can't sneak attack people in dark allys. (can't sneak attack someone with concealment granted by darkness) < even though they are denied dex if they are unaware of your presence.

Yes, it does allow you make a ranged attack while hidden, though it doesn't say anything about denying the target Dex to AC.

Except that the attack should initiate a surprise round, and therefor the target would be flatfooted. Unless they have uncanny dodge, that is. In which case they don't lose thier dex due to being flatfooted.
