Does difficult terain stack?

What happens when someone use a power that creates difficult terain on actualy difficult terrain? In my example. Stairs + webs.

And second. Does power from Gloves of Antiphaty stack?

Oh, and this realy bugs me off. Beholder Eye of the Flame. He got aura 5 and can make free attacks. Now. Does they provoke fighter/paladin marks abilities? And are those attacks suffer -2 penalty? I said now couse its aura. But what with normal attacks? Standard action and use of 2 rays. Are they sepparate attacks? What with marks? What with other powers that have "make 2,3 etc attakcs...? Like drow blademaster. Make attack with longsword and short sword...

Terrain can only be difficult once, but the DM is well within his rights to upgrade it to Hindering if the circumstances warrant.

And second. Does power from Gloves of Antiphaty stack?

They would definitely stack with difficult terrain. I'd probably rule that they wouldn't stack with each other.

If it's an attack it doesn't matter what's the source is. The fighter's mark will give a -2 penalty and possibly allow an immediate attack. They're all separate attacks, and would each provoke an OA if ranged, but the fighter can only take one OA and one Immediate action, so that's unlikely to matter very often.
