I would say it would be ok as long as the character could keep it held or worn at all timeshe or she isa around the troops and cohort. I'd even be cool with a weapon the character had a locked gauntlet for. Of course a character who always has a particular weapon in hand is going to become the subject of Knowledge, Local checks.

Plus Crowns of Charisma and Rods of Rulership tend to attract the notice of Guards and adventurers loyal to the rightful rulership.

Who needs to wear it 24/7? It's not as if the cohort is going to walk into the PC's bedchamber and say "Oh my goodness, I thought he was inspiring but now that I see him without his cloak, I realize it was all a sham. I'm going to strike out on my own now." I would think that sleeping leaders are rarely inspiring.

But as for all the time when the character would interact with the cohort--well, yes, I expect a character would wear a cloak of charisma. It's always an advantage for nearly any character who would actually have one. I mean, seriously, if you had clothes that actually could make you cool, wouldn't you wear them all the time? If you had a cape that would take you from a withdrawn band geek with no friends and whom even the teachers don't like much (cha 4) to a normal person, wouldn't you wear it. If you had a cloak that could take you from normal (cha 10) to the "in crowd" (cha 16), wouldn't you wear it all the time? Cloaks of charisma are like that.
