Does my computer have a program that allows it to open applications?Can it be deleted

So, I finally solved the virus problem that was on my computer. However, in the meantime, something else has come up.

While angry at the computer for being cranky, I deleted a file instead of quarantining it. The computer then said something like: "The file has been deleted. Reinstall it when you have the chance."

This made me a little nervous.

Then the computer told me that the (something or other) that allowed it to open up applications had gone missing. I figured Norton had quarantined it.

But, eh, the virus is gone, Norton has freed everything, and I still can't open up applications.

So is there some sort of file or program that allows me to open up applications? If so, how can I reinstall it?

With the information you provided, it's hard to provide any good advice other than reinstall your OS.

Can I assume you didn't backup your files?
 

what operating system are you using? and any idea what the file was that you deleted? you might be able to find it by searching your norton logs.
 

Unless you are running Win XP, just reinstall your operating system over your previous one. It will replace lost files and corrupted files, while leaving your data on your computer.
I would try this before doing a clean re-install of everything.
 

START -> RUN -> "sfc /scannow"
without the " ".

This will (on a NT-based OS such as WinXP or Win2000) check all the system files on the computer if they are valid. If a file is missing the program will copy it from the installation CD.
