Does phasing provoke?

I don't understand the logic that phasing would cause any sort of defense against OAs. It doesn't provide any sort of defense against any sort of attack, and the PCs can hit the phasing enemy -just fine- and therefore have no reason to not try to swing at something that is trying to go -through them-.
