You could permanently hold time stiil, atleast for yourself. Toss in Reach and Chain spell feats, you could take people with you.

Maybe it should just be altered like Haste. For 1D4+1 rounds, you gain two rounds worth of actions.

Time Stop counts as instantaneous for the purpose of Persistent Spell. It still has a duration otherwise. Therefore Extend Spell works with it.
