How about this:
1st- Sleep
2nd- Bull's Strength
3rd- Rage (DotF)
4th- Confusion
5th- Languor (Drd 4 spell, MotW)
6th- Tenser's Transformation
7th- Vision
8th- Otto's Irresistable Dance
9th- Mass Tenser's Transformation (as TT but affects 1 creature/level, range of touch.)

Granted Power: suffer no ill effects from intoxication.

I can see this as a great start towards drunken master.

Liquor is traditionally associated with artistic and magical inspiration, as well as intoxication. I would select a domain that mixes divination, confusion, and endurance-related spells as well as whatever alcohol-specific ones you find in R&R. This domain might also grant the Brew Potion feat for free at 3rd level. A nice "flavor" feature of the domain might be that all the domain spells require the cleric to drink a small amount of liquor to take effect. The high-level spells will be the trickiest.

Domain ability: perform is a class skill, get Brew Potion automatically at 3rd level.

2. Endurance
2. Neutralize Poison (also cures hangovers :-) )
4. Confusion
5. Quench (a bit of a stretch)
6. Heroes' Feast
7. Legend Lore or Vision
8. ??
9. ??
