Dr. Evil or Scott Evil?

At one time my villains would all be the Dr Evil type- and the players would rush in and tear them apart halfway through a speech. Imagine their surprise when theyt entered the throne chamber of the liche-lord Korath Thrallbinder and he instantly laid into them 
Ever since taking two maximized fireballs and a horrid wilting simply for saying "Die Fiend!" they tend to listen when NPC's talk now.

Scott Evil.
A good set of guidelines for Scott is found at http://www.eviloverlord.com/ and I highly suggest reading them even if you play a Dr. Evil type (just do the opposite).

100% Scott Evil.
The PCs aren't the only heros around, ya know. Anyone worth being called Evil Villain has already dispatched many parties more (and less) powerful than the PCs.
On the other hand, the underlings are inept, brutal and lazy -- the sort you'd expect to end up working for a corrupt organization or being. They could easily do stupid things which don't get their own hands dirty.
