As this is a feat that lowers the level increase by 1, does it have a stipulation in the text about not being able to reduce it to zero?

If so, how does it interact with Improved Metamagic? What would the order of operations be? This feat first or last?
 

Well, looks like Dragon 326 might be the first one I'll bother picking up after the last several months........most issues lately have been rather useless and had nothing of value to me, so I hadn't bothered buying any issues since early this year......blech.

Apparently I've been living in a cave, as I haven't heard the apparently-political use of this phrase before. Can someone fill me in (in a manner that won't require moderator intervention)?

As far as names go, it seemed appropriate for a spell that created a distraction during a surprise round.

Yes.

Does it really matter? Both feats say they can't bring the metamagic modifier to less than +1, so the end result is the same.

At a guess, it's like the current usage of the word terrorist, or freedom - terribly, terribly warped and misused...

The original usage was military, and basically means "damned if we know what to do, so lets make a big explosion, and hope that scares the bejeezus out of them".

It didn't ring any bells here either, so you are not alone. Frankly, IMO it's no big deal in any event. For my money, people are just too sensitive these last two decades.
