Dragon Breath Weapon question for the DM's

I paly it that every dragons physiology is slightly different. Just like people generate saliva at slightly different rates or recover from exhastion at different rates. Role the Dice when the Dragon is generated, and that is always how long it takes for that dragon to regenerate it's breath.
The dragon would therefore know how long he has before his next breath, and therefore can plan it's tactics accordingly.
However, in order to reduce the variance a bit, and not have 1 dragon being able to breathe every round and the next taking 4 round between breaths, I roll 1D3+1.
