Have you guys looked into the Races of the Dragon book?
Dragonborn of Bahamut, Spellscale, Kobolds, Dragon descended (Half-Dragons, Draconic), there are plenty of options here, complete with feats to customize the "look".
These races all have the dragonblood subtype, which allow for access to some sweet feats to make them more dragonlike.
Hiring an NPC with the Wyrmgrafter feat is another way to gain a dragon "look" no matter what race you are.
I get the part about burning the feats, but they open up wings, BWs, scales...what more is he looking for?
A Sorc with Draconic heritage who multiclassed into Cleric or Favored Soul of Bahamut (or Tiamat, if he swings that way) or some such could then get into The Geomancer PrCl and make Drift selections that would make him seem even more Draconic...
But, as you say, it IS someone else's PC.
Well the thing we seem to be at the standstill at is; we are unsure if the Dragonblood subtype is the same as Dragon type (acquired by DD or the Half Dragon template) and allows one to qualify for this player's dragon feats.
As he can get wings, darkvision, and all that jazz (and possibly more) for taking the template or class. While retaining his feat slots openly, not dipping into too many classes (combat spellcasting seems to be his new build). The races of dragon does allow some draconic feats he is looking at, but he is mostly looking long term for his abilities and his 'potential' which he seems to only know.
My Silverbrow human is already taking advantage of the stuff from Dragon Magic and Races of Dragon. But if the first does count for such, I might swap them out for better stuff I qualify for.
Would have to look up those other classes mentioned and what books they are in before we can present those other arguments.
