Dragon Dominated Campaign 3E or4E?

I am thinking of doing a pbp campaign were dragons rule the entire continent the only problem I have run into is 3E or 4E
3E has all the dragons stated has the draconimucon and magic of dragons etc
4E is new I have never actually really done a4E one though I have the materials please help me?

I vote for 4e. I like the dragons much more. No longer flying sorcerers, but mighty creatures in it's own right and using tactics that really feel like dragons! (No endless buffing...)
