Dragon Men Race?

I'm designing a campaign where the premise is that most humanoid races have been driven to extinction by a race of "Dragon Men" (Drakon). A human remnant live in a semi-barbaric state in cold, northern regions of the main continent, where the Drakon do not like to venture. I don't own many d20 books, and I'm looking for a Dragon Men template that I can lift for the campaign. Basically, I'm looking for Lizardfolk who can breath fire, and have a higher CR than your typical Lizardman. Any help out there for purchases I could make? Thanks in advance.

I know a way to read a good book and find the stats you need.

Read the Dragonlance Novel : Kang's Regiment: Draconian Measures() as well as it's predecessor: The Doom Brigade

they got stats for all the types of dragons. Draconians - Dragon-Men bred through the desecration of dragon eggs. The stats are in the appendix section of the book.

or do a google search on the words Bozak and Aurak. <--2 types of Draconians. you may get lucky and find stats

There are couple options. FFG has their own dragon-men race in Draconic Lor, FR has dragonkin in Monsters of Faerun, and of course draconians in DL. I know there are a couple conversions of draconians both online and I believe to be in the new DL3e book. Hal of course puts in his two cents worth (which I think is cool) My advice, try all of them.
