Lawrence Watt-Evan's "Obsidian Cronicals" are very good. Chock full of dragony goodness, brave heroics and some fairly good characterization.
Gordon R. Dickenson's books on the Dragonknight (The Dragon and the George, The Dragon Knight, The Dragon and the Troll, etc.) are funny, but not quite dragon-centric.
