Druid Groves - What to do and how to make

How do i make a druid grove? Could i conceviably make one using the Stronghold builders guidebook?

Magic of Faerun has a chapter on Places of Power that mentions druidic circles. It doesn't say how to make them, but mentions that several high level druids are required. That seems like enough of a requirement for me.
