You've hit the basic problem I had with vermin: they have no Int score.
However, I'm making the ruling as follows: any "animal" spells that are not mind-influencing also affect vermin: hold animal, invisibility to animals, and so on.
I've got a copy of Quintessential Druid which also allows vermin friendship and so on, but that makes no sense to me if they don't have an Int score (which I could give them, but I'd prefer not to).
I might consider the "vermin friendship" that actually gives the vermin an Int score -- that might be cool, and also open up vermin to being charmed.
Not sure to handle it yet, but thanks for the pointers!
