A druid who breaks armor/weaponry vows is "unable to use magical abilities for 24 hours".

Does this include activating wands or scrolls?

Don't think so: all you need for those is having the stuff on the class list, and that's still true.

IMO, yes. The activation of both scrolls, staves, and wands requires not only knowledge of magic (which kinda is more like Knowledge [arcana]), but also the ability to manipulate it (which you or the PHB referred to as "magical abilities").

Just my 2 cents.

Really? Where does it say that? I mean, I'm not doubting you. I just want to be able to refer to something if another player or my DM should ask...

DMG pg.175, under "Using Items" (see the 'Spell Trigger' section).

I don't have my books with me right now, but doesn't that mean an ex-paladin can still use scrolls, wands, etc.? He can't cast spells, but they're still on his spell list, just as with a low-level paladin...

I am not sure of this. I think he doesn't have a spell list anymore if he becomes ex-Druid, temporarily if he violates the oaths.
