So, can you:

-Wield a wand/orb in each hand, and decide which one to attack with every time you cast a spell?

-Wield a rod in each hand, and a gain the passive effects from each one (rod of reaving and rod or corruption etc)?

Apologies if these question have been asked and answered already, but I've been away for awhile.

I'd say yes to the first, but no to the second - but I can't quote any rules backing that up.

However, you could make a feat or paragon path for it?

Like a Dual Wand Wielder feat in 3.5. I'd assume
#1 You must have Two Wepaon fighting feat to start with
#2 Take a Path or Feat that allows use of two implements.

Effect would be gain 1/2 of the bonus of the least powerful implement.
eg +3 wand, +2 Orb, = +4 total
? :)

could you wield a orb in one hand and a staff in the other hand, a ataff is a 2 hand weapon.

But i woeld want to use it as an implement and not a weapon can i hold it in my off hand ?

you woelden't deny an old man his walking stick woeld you, now give me that palantír

Yes, if you are a wizard of the spiral tower, you should be able to use the staff as your correlon's implement. With second implement specialization, you should be able to then use a wand or orb in your off hand. Thus, as far as I can tell, you get the passive defense capabilities of the staff, and the offensive capabilities of the orb or wand. This requires two good magic items to use effectively, but that doesn't appear too difficult with current magic item system.

I don't think I like this, as even Ranger TWF doesn't allow you to stack the modifiers on your weapons (even partially). Most spells don't have to deal with escalating armor bonuses to AC, either, so I don't know that they even need the help. I'll reserve final judgement till my party's wizard and warlock get some levels and plow through some encounters before I come down on one side or the other of my two inclinations: to either grant dual-wielded implements a +1 to attack with the TWF feat, or require a second feat with the TWF feat as a prereq to get that benefit.
