Well, about your concerns I can tell you it is not that simple and especially not such a problem. But I didn't state it that clearly: In order to create a magic item with a skill bonus the Artificer has to be able to use that skill at the proper rank. If he lacks the skill or the rank of the skill he wishes to "bind" to the device then he cannot do it - it is an analogy to the requirements a magic-user must meet in order to create magical rings.
And with the small amount of skill points an artificer has it is very unlikely that one artificer can create any skill boosting device but only a few ...
Example: In order to create a magic Skillboost item Climbing +3, the Artificer must be able to use this skill at rank 3 himself.
