Well, I think each issue in such a megadungeon series could be used either as part of the whole megadungeon or to "drop in" a level to a homebrew game (so you aren't necessarily required to use the whole thing - just use what you want).
That way each product could serve a dual purpose.
Undermountain is a good example of how this could work. The dungeon had an overall theme, but I don't recall any level needing another level to work. And you can always play the "gate" game, whereby coming and going is easy through gates that access certain levels (if desired, or ignored if not desired).
