Is a single classed thief the option you just pretend doesn't exist? Or is it for someone that specifically wants a weaker character?
AD&D second edition "balanced" the different classes, in part, by separate experience tables for advancement. As I recall, the Thief advanced at a much quicker rate than the Fighter though I don't remember the ratio. So if you want to balance a party, you just give them all the same number of experience points and you'll have a group at slightly different levels.

I played the Thief a lot back in the day as they were one of my favorite classes. I had no problem with the idea that I wasn't as good in a stand up fight as a Fighter or a Barbarian. I had a specific niche and I did it well.
