Somehow this would make a good Eberron plotline vis a vis those magic locomotives and/or airships. I'm thinking a "Little Ones" thieving ring entailing gnomes, halfling, and dwarves who rob train passengers. Give it a whopping dose of the noir Eberron's famous for and call it "Murder on the X'endrik Express."
