Do dwarf monks keep or lose their monk movement bonus when they carry a medium or heavy load?

A dwarf monk carrying a medium load moves at 20'.

The dwarven ability only lets the character keep his base speed (20') while encumbered. It does not prevent encumbrance from stopping other class abilities. A dwarf monk with encumbrance loses his Fast Movement and his AC bonus; a dwarf ranger in medium armor loses the benefit of his combat style; and so on.
