dwarves in armor

In 3.5, I know that dwarves are not slowed by wearing medium or heavy armor. However, if they are wearing medium or heavy armor, are they still able to run at X4 movement or are they reduced to X3 run speed like everyone else without the Run feat.

The only evidence I saw is in the racial description that states that their movement is not reduced when wearing medium/heavy armor or carrying a medium/heavy load.

If their movement is not reduced normally by either of these factors, how then is it reduced when they are running. In the PHB, the section on movement, armor and loads presupposes that everyone's movement is reduced when wearing heavy armor or carrying a heavy load, so it would logically follow that their running speed would be reduced. But if the character's base speed is not reduced due to heavy load or armor, how could their run speed be reduced?

Considering how little I see the run distance used I don't see it as being all that overpowered to assume a dwarf can run at full rate.

Its not poorly worded, just not worded enough.

I have no problem with using it that way in my own campaign but I am playing a dwarf character that is going to be wearing full plate and in case I get called on it by the DM when I try to run at X4, I wanted to know if there was anything official about it.

The expression that they can move with full speed and are not encumbered... allows them as written in the RAW to tumble in fullplate. Since I do think that was not the intention, I would have preferred another "better" wording. In case you want to play a tumbling fullplate wearing dwarf though, I do understand that you don't think it's poorly worded
