dwarves in armor

I have been playing Living Greyhawk for the last several months. I am afraid I can't point to any particular text, but everyone I have played with so far allow dwarves to run x4 in heavy armor. Hadn't realized the tumble implications, I may have to ask about that on one of the LG boards. On the other hand, 20 foot movement and a -5 armor check penality for full plate is pretty limiting...
