Dweomerkeeper

This class (Complete Divine Web Enhancement) seems odd. It requires both arcane and divine casting, however only progresses one of them. And the stated description of "blurring the lines between divine and arcane" doesn't pan out in the class mechanics; really there's nothing at all that changes the way the spells work (except for the supernatural spell a limited amount of times per day).

However there's a couple of odd things I noticed.

"The level of dweomerkeeper is added to the level of whatever other spellcasting class the character has, then spells per day, spells known and caster level are determined accordingly. If the character had more than one spellcasting class before becoming a dweomerkeeper, the player must decide to which class to add each level of dweomerkeeper for the purposes of determining spells per day and spells known"

The "if" of whether they have multiple casting classes is humorous given thats a requirement of the PrC. Its likely the 2nd part is just an oversight, but it looks like you could interpret this such that they do add the dweomerkeeper level to all their previous classes for purposes of caster level, but not for spells known/per day. Thoughts?

Also Supernatural Spell looks very abusive. Wish with no xp cost? True Resurrection with no component cost ?

Correct on both counts. Dweomerkeeper is a ridiculous class . I've never met anyone who actually allowed it.
 

You can actually get around the dual casting issue with a certain regional feat that give you some arcane cantrips (as the PrC doesn't require any particular spell level).

But no, it's not very well thought out.

Actually I think it's a perfectly reasonable class if you make sure to remove the relatively small number of loop holes involved. Like most web-only stuff, I think this one had less playtesting and hence more loopholes were missed. But the concept and most of the execution seems sound.
 

Biggest loophole to close is to put back in any XP and costly material components. ;)

That change alone will make the class a lot more sane.

With the material costs and xp costs back in, it seems the main use would be to quickly cast spells that had exceedingly long casting times. Like Simulacrum in a standard action instead of 12 hours for example. There's the no spell resistance aspect too, but thats somewhat mitigated by the availability of no SR spells such as orb of acid now.

Yep. Biggest issue with the class is the ability to cast spells as a Supernatural ability without expensive material, XP, and expensive Focus components. For the rest, it's mostly fine. Undispellable Permanency, though...

I say Mostly because there are still a handful of issues - a Wizard with the PrC (even taking a one-level dip into Cleric, Druid, or whatever to meet the requirements, rather than finding a bypass) suddenly beats out a Sorcerer at spontaneous casting, by way of the spontaneous conversion, for instance.
