This appears to be a new policy of Ebay.COM. ie, the American version. Ebay.CA apparently has no such policy. I leave my neg FB for him, he suddenly does the same to me (whining and bitching about it in the process too, I might add). I have reported his additional email harassment to the management, maybe that will get somewhere.
 

Though I can feel your pain, I honestly don't think this is worth anything more than a neutral feedback. You got what you paid for, you didn't have to report him to eBay to get it, and he did send you something extra even if it doesn't make you particularly happy. I've dealt with worse.

Oooh, I missed that. Big improvement. I had some negative feedback from bad sellers on there, so I stopped using it to sell anymore (as 2 out of 130 what, 96%? Or something like that, even though I got all positives from when I was a seller.)

I believe that's what they are trying to cut down on. However, it has the sellers up in arms because they pretty much now have no recourse with bad bidders. They almost have carte blanche now. And there are many more bad buyers than sellers (although the impact a bad seller has is worse).

No result yet. I sincerely DON'T CARE about his return negative feedback, but the juvenile, adolescent, puerile email that in other circles would be called harassment or "e-bullying", I reported to the EBay management. Haven't heard any response in the meantime. My prediction is that it will go nowhere.
