[Eberron] Morhpic Dragon Mark

I have always wanted a Changeling with a Dragon Mark and to have a feat like the following.
I would like your input on balance, description, prerequisites and so on.

My Changeling has gained an Aberrant Dragon Mark from a WotC module that goes from 5th to 10th level. Very Cool!

Morphic Dragon Mark (Dragon Mark, General)
Description: Characters who have Dragon Marks and the ability to change their shape to a humanoid type, have learned to accurately mimic the shapes of other Dragon Marks.

Requirements: Shapechanger type or Subtype, or ability to cast an alteration spell that allows you to adopt the form of a humanoid Dragon Marked race; a Dragon Mark; Knowledge (Nobility and Royalty) 5 ranks

Benefit: Morphic Dragon Mark allows a creature to, while changing their shape into a humanoid type who is eligible to have a Dragon Mark, to accurately change the shape of your Dragon Mark to the shape of another Dragon Mark. Under observation the Dragon Mark appears in always as the appropriate Dragon Mark simulated. You do not gain the benefit of the Dragon Mark that you simulate.

Special: If you try to simulate a Dragon Mark of a power that is higher than your current Dragon Mark reduce the Disguise DC by 5.

Have I pegged this feat?
Surely there is something wrong with this or a way to improve it? ;)
 

Why do you need both the Shapechanger subtype and the ability to cast a spell?
Why not just limit it to Changelings?

Morphic Mark
Prereqs: Changeling or Doppleganger race, Dragonmark (aberrant or otherwise), Disguise 6 ranks, Kn(nobility & royalty) 6 ranks
Benefit: When you change shape, you can also change your Dragonmark. This has no effect on the Dragonmark's granted abilities, only its appearance. This removes the usual penalty on Disguise checks, whatever that is.

Benefit: When you change shape, you may appear to have a Dragonmark of your choosing. You do not actually gain any benefit from this mark; it's just to help you with Disguise checks.

It specifically says what races can get Dragonmarks. I've heard other people say that there is some passages that indicate it is not so limited but I've never seen where it said that.

The Aberrant Dragonmark feat does say you have to be one of the Dragonmarked races which is all the PHB races and only them.
 


Dragon Marks, as far as I am aware, are limited to the PHB races. This WotC Eberron Module gives all in a certain radius an Aberrant Dragon Mark or improved someones existing Dragon Mark.

The requisites are listed as or's. I wanted to keep it open to spell casters and not limit it to an extreme edge case (changelings), but I would not have problems with limiting it to changelings and dopplegangers. A changeling obtaining a Dragon Mark is pretty much impossible and strange edge case and I wanted to make the feat a little more useful.

I like this wording "When you change shape, you can also change your Dragonmark. This has no effect on the Dragon Mark's granted abilities, only its appearance. This removes the usual penalty on Disguise checks, whatever that is." That sounds good. I am thinking of adding that "They may suppress or hide their Dragon Mark if its ability is not actively being used.
