Hey, I have all three core 3.0 books and one of my players bought Eberron, but he didnt know if it really needed 3.5 or not. Any help is appreciated.

While you probably don't strictly need 3.5, I would imagine that it would be very helpful if you had it.

Do you need the Psionic book for Eberron? I heard it has alot of Psionics in it. I have the 3.0 psi book, not sure if i need to upgrade to the new psi book.

I am inclined to say that it is easy to downplay the role of psionics in Eberron. However, if you are going to use psionics in an Eberron campaign it might be better to use the Expanded Psionics Handbook. Then again, as much of the XPH is now in the SRD, that doesn't mean having to buy the book. The same can, of course, be said for the 3.5 rules.

Eberron has psionic stuff, but it's easy to keep it in the background.

As Eberron was developped before the EPH was finished, it does not really require the EPH. You can use 3.0 psi stuff, just like you can use 3.0 core stuff.

Maybe you'll find a few points to adress (maybe a prestige class requiring a feat that isn't in 3.0 D&D), but that shouldn't be the end of the world.
