ECL and CR help on a "homebrewed" Vampire Template? Pretty Please?

Hey there. I'm not sure that this would be the right place to ask, but since I have gotten little response to the question in the House Rules forum where the thing is posted, I figured it couldn't hurt to ask...

So, if you've got a handle on ECL and CR, would you mind taking a look and making a suggestion? Pretty, pretty please?

The thread is here. The template is for a vampire like that found in Dracula, Bram Stoker's novel. The write-up is the first post, or there is a Word Doc attachment at the bottom of that first post.
