ECL Characters & Feat Progression?

Okay say you have a player who is using a Template with an ECL of 2 levels. does he have the amount of feats equal to a base race character would have at level 3? or would he have 1 feat only for only having one class level, where as a level 3 character would have 2 feats?

I think he just has his first level feat. The ECL for the template is just telling you how that template's powers increase his effective level compared to others. He does not really have 3 levels. This is not the same as when monsters with more than one HD gain levels.

The best place for ECL is the FRCS, page 11.
