BOZ is right, it is for each of these abilities. Gnomes can use each of their four spell-like abilities once per day, for example.
As for the LA, a 4th level druid propably has about 11 spells, which will be more flexible than the spell-like abilities of a 1st level atomie, and pass without trace and speak with animals are somewhat situational (entangle technically as well, but is still great to have). That said, it might be ok as a +4 LA.
