ECL Question?

I have a question about Level Equivalents. Say I have two players who are building 4th level characters. One is building a Lizardman Ranger and the other is building a Drow Wizard. Both are ECL +2. From what I understand the Lizard man would have the 2 hit dice from his race and the 2 hit dice from his class to determine his hit points while the Drow would only have his 2 hit dice from his class. Am I correct in this? Any input would be helpful.

Yup.
 

Yes, exactly right.

Essentially, the Drow is a Wizard (2), with a +2 ECL adjustment.

the Lizardman is essentially a Ranger (2) / Humanoid (2) (a la the MM), with +0 ECL adjustment. Note, the levels of Humanoid include his FIRST level (price of being scaly, heh). This does mean, he can lose levels of Humanoid, instead of Ranger, if he takes a permanent level loss ...
 

So how would his first level of Humaniod affect his skill points? Would he not get the normal starting skill points for being a first level ranger then?
 

That's also correct about the skill points. He got the bonus skill points for his first hit die, which in that sense counts as a "monster level".

Sorry, I was going by the Dungeon Masters Guide and not the Dragon or FR Campaign book. So is the lizardfolk ECL +4 offical or is it just for FR. I checked the eratta for the DMG and it didnt mention it. Hopefully they (Wizards) will finally give a clearer and more defined explantion of ECL's with their new Races book.
