Necropolis has a bunch of setting info, it is definitely not just an adventure. Lots of setting specific creatures too.

I'd definitely think about utilizing Testament too though, you don't need to use all the elements that make it more "biblical" if you don't want to.

And yet another plug for GURPS Egypt.

As Teflon Billy sez: check to see if GURPS has a supplement out for almost any era or style you are interested in -- it will be a fantastic investment!
 


Fourth plug for GURPS: Egypt, Deities & Demigods, another suggestion for D&D 3E (good overview of the Egyptian Pantheon), and also a suggestion for White Wolf's Mummy: The Resurrection and Vampire Clanbook: Setites.

I think that 's a reference to the Empire of Nithia, which was located in the Hollow World. There's also some information about Nithia in the Emirates of Ylarum gazatteer.

Rules on being a Khery-heb (Wizard), Eqyptian Culture, History, stats for famous historical and legendary Egyptian personages, and Egyptian religion. Awesome resource, but one more geared for a fantasy campaign.

I didn't realize there was so much about Egypt in Testament. I had stayed away from it because I wasn't interested in the whole Biblical role-playing thing. Do you really recommend it for someone who just wants the Egypt setting info?
 

While Testament has a lot about the Israelites, it is also good for info on the Caananites, the Mesopotamians (Ur, Assyria, Babylon, whathaveyou), and the Egyptians; not so great on the Persians, but that is slightly out of its parameters.

You can just drop the Israelite part, or better yet you can mine the whole book for Crunchy Goodness for non-historical ideas! :D

Testament is one of the few book I have bought in the past year and a half where I have not had a single moment of Buyer's Remorse
