Probably resistance as well (just mention you cannot pick the element you are opposed to or vulnerable to)

Oooo, I see! That makes sense then.

IMC, I allow Druids to summon these in place of regular Elementals.

But if you're doing something where certain tribes have different elemental affiliations (or different energy type affiliations) then perhaps it'll be useful for you anyway.

The type remains Elemental (not Construct), and these guys are just another option -- they'd be appropriate for restricted spellcasters who can only summon one kind of critter, but IMC they are added to the list.
